“After three decades as part of the UN Trust Territory of the Pacific under US administration, this westernmost cluster of the Caroline Islands opted for independence in 1978 rather than join the Federated States of Micronesia. A Compact of Free Association with the US was approved in 1986 but not ratified until 1993. It entered into force the following year when the islands gained independence.”
CIA's The World Factbook (2013)9
“You don´t have to get wet to enjoy Palau, but it helps. This tiny island country in the western Pacific Ocean is one of the world´s most spectacular diving and snorkelling destinations. Most tourists who come to the Republic of Palau like to spend their time underwater. This is among the world´s most spectacular diving and snorkelling destinations, featuring coral reefs, blue holes, WWII wrecks, hidden caves and tunnels, more than 60 vertical drop-offs, and an astonishing spectrum of coral, fish and rare sea creatures. There are also some outright miracles of evolution: giant clams that weigh a quarter of a ton, for example, and a lake teeming with 21 million softly pulsating, stingless jellyfish.
On land the republic embraces Micronesia´s richest flora and fauna: exotic birds fly, crocodiles slip through the swamps and orchids sprout profusely in backyards.
The Palauan archipelago encompasses the polyglot state of Koror; the marvellous Rock Islands; Micronesia´s second-largest island, Babeldaob (the land that Pacific Standard Time forgot); Peleliu, once war-ravaged, now just ravishing; tranquil, tiny Angaur; the coral atolls of Kayangel and Ngeruangel; and the remote South-West Islands.”

The United Nations produces an annual Human Development Report which includes the Human Development Index. The factors taken into account include life expectancy, education and schooling and Gross National Income (GNI) amongst many others..
The Social and Moral Development Index concentrates on moral issues and human rights, violence, public health, equality, tolerance, freedom and effectiveness in climate change mitigation and environmentalism, and on some technological issues. A country scores higher for achieving well in those areas, and for sustaining that achievement in the long term. Those countries towards the top of this index can truly said to be setting good examples and leading humankind onwards into a bright, humane, and free future. See: Which are the Best Countries in the World? The Social and Moral Development Index.

The countries with the best overall approach to public health, in terms of both public policy and individual lifestyle choices, are Monaco, Liechtenstein and San Marino22. These countries are worth emulating. And, although often through no fault of the average citizen, the worst countries are Angola, Somalia and S. Sudan22.
36 datasets are used to calculate points for each country, including multiple decades of data on its average life expectancy, its alcohol consumption rate, its fertility rate, its smoking rate, its suicide rate, its food aid and health contributions and WHO compliance, the prevalence of overweight adults, obesity rate, its adolescent birth rate, its immunizations take-up and childhood mortality in the 2020s (so far). The regions with the best average results per country are Scandinavia, Europe and The Mediterranean22, whereas the worst are Micronesia, Africa and Melanesia22.

Health Datasets:
Palau is a pretty unhealthy country. Palau does better than average in terms of its smoking rate23. However Palau performs less well in most areas. It does worse than average in terms of its immunizations take-up24, childhood mortality in the 2020s (so far)25, its adolescent birth rate26 and in its average life expectancy11. And finally, it is second-from-the-bottom when it comes to the prevalence of overweight adults27. The prevalence of overweight adults has increased by 14% over the last 40 years. Life expectancy in Palau improved by +3.2yrs in the 30 years from 1990, less than the global average of +7.9yrs. In the 2010s, Palau was one of only 12 countries that saw their life expectancy drop, although only by a small amount. Although it has just a few data points each decade, its peak fertility rate was 2.84 in 1990.| Life Expectancy Higher is better11

We have known for a long term that we must protect the environment from habitation destruction, over-exploitation, pollution, and the emissions that cause climate change. In 1998, Greenpeace wrote that "Environment can no longer be meaningfully separated from health, quality of life, democracy, education, economy or trade"30. What countries have been doing the right thing, via legislation and national culture? All countries' current and historical approach towards the environment is gauged via 21 datasets, including multiple decades of data on its forested percent change 2000-2020, its environmental performance, energy to GDP efficiency, its sign-up rate to major international accords on protecting the environment, the rate of rational beliefs on the environment in the population, reducing annual meat consumption per person and its score on the Green Future Index.
The countries that do the best (Sri Lanka, Uruguay and Switzerland) tend to have avoided the excesses of early industrial countries, and have not yet repeated the same mistakes of environmental destruction - at least, not on the same scale. The regions with the best average results per country are Central America, South America and Scandinavia. The worst are Eritrea, The Vatican City and Timor-Leste (E. Timor), and the worst regions Micronesia, Australasia and Melanesia.

Regarding its responsibility towards the environment, Palau is positioned 15th-worst in the world (amongst the highest in Australasia). This is computed using 21 data sets. Palau does better than average in terms of its forested percent change 2000-202031. And finally, it falls into the worst-performing 20 for its sign-up rate to major international accords on protecting the environment.| Forest Area Change 2000-2020 Higher is better31

The most modern countries, with the best results from education, the highest levels of research, and with the easiest access to information on the Internet, are Finland, Belgium and Denmark33. The worst countries are Eritrea, S. Sudan and Sierra Leone33. Despite improves in global education, access to tertiary (adult) education is becoming increasingly unequal between the rich haves and the poor have-nots34.
“Education, at all levels and ages, is the single most vital support for equality as well as being a country's most vital economic and social resource. [...] Every successful aspirant to modernisation and economic development, from Japan to South Korea, China to Chile, has got there with a big emphasis on education.”
Bill Emmott (2017)35
